此次航运放缓发生的前一天，曾有两艘国际巨型油轮驶离该水道，引发了一波短暂的能源外运小高潮。此次航运波动正值市场等待美伊谈判结果之际；双方谈判旨在终结一场导致霍尔木兹海峡几乎完全关闭的冲突。此前，伊朗国家电视台曾报道了一份谅解备忘录草案，并称霍尔木兹海峡的海上航运有望在一个月内恢复正常，但这一报道遭到了美方的否认。(金十)
